Algerian universities have imposed new regulations concerning students’ dress codes at the beginning of the academic year, which students must respect inside the campus.
Wearing make-up, short clothes, and “ripped trousers” and holding mobile phones were on top of the list of the prohibited things in the regulations that the Algerian universities have set.
In this context, Al-Nahar Algerian newspaper claimed that a number of Algerian heads of universities have issued strict internal laws imposing a set of conditions and regulations on students, that are mostly related to external appearance, aiming to put an end to misconduct, and maintaining the Algerian University’s identity, in accordance with the orders of the Ministry of Higher Education.
In early September, Algeria’s Ministry of Higher Education and Scientific Research issued a decree in which it instructed university deans to oblige all students to respect modest and decent clothes inside the campus starting from the new academic year, but did not specify the nature of the required clothing.
Professors, doctors and researchers from numerous Algerian universities protested outside the headquarters of the Ministry of Higher Education and Scientific Research in Algiers yesterday to condemn the recent decision to freeze grants related to scientific research and academic visits abroad.
A petition has also been signed by more than 100 researchers appealing to the Minister for Higher Education, Tahir Hajjar, to urgently intervene to prevent a significant delay in the grant of a national exchange programme for 2017/2018.
Many tried to contact officials from the Ministry of Higher Education to learn the fate of the national programme and the coming academic year but no explanations were given.
A number of researchers told Algerian news site Echourouk that the vigil was an inevitable result of the decisions taken by the Ministry of Higher Education and Scientific Research concerning the freezing of grants and travel exchange programmes that qualify them to gain new experiences for their research within the latest global study trends.
According to Echourouk, ministry officials were “surprised” at the meeting of student representatives arguing that the ministry had allocated a “safe” scientific research budget.
However protestors have questioned the fate of those funds and financial wrappers allocated to them, asking the minister to open an investigation into the allocation of the funds.
Algeria has seen uproar in the last few months amongst its students and professors demanding a more transparent education system with better opportunities for its students and greater funding and schemes for its researchers and academics.
The overall share of women researchers at universities and science centres in North Africa is above world, European and developed country averages, a study has revealed.
The report, Education and Scientific Development in Organisation of Islamic Cooperation Countries 2016, was published by the Turkey-based Statistical, Economic and Social Research and Training Centre for Islamic Countries or SESRIC.
It was presented at the 8th Islamic Conference of Ministers of Higher Education and Scientific Research held under the theme “Higher Education: Quality and suitability” in Mali’s capital Bamako from 14-15 November.
The report indicates that women researchers represent around 36.5% of the total number of researchers in six countries located in North Africa including Tunisia (47%), Egypt (42.3%), Sudan (40%), Algeria (34.8%), Morocco (30.2%) and Libya (24.8%).
This means that the share of women researchers in the North Africa region is above the world average of 22.5 %, the European average of 33% and the developed country average of 26%.
With more than 40% of women researchers, Tunisia, Egypt and Sudan are close to achieving gender parity. With 47% female participation, Tunisia also tops the Arab list.
The SESRIC report is in line with UNESCO's Engineering: Issues, challenges and opportunities for development, which shows that the percentage of women engineers in Arab countries such as Tunisia and Egypt ranges from 24% to 50% – substantially higher than the global average, the United States figure of around 15% to 20% and the United Kingdom’s 8%.
A November 2015 report on Science at Universities of the Muslim World, published by the Pakistan-based Muslim World Science Initiative, also indicated strong representation by Muslim women among those studying science.
Participation or impact?
Experts responded to the report with different points of view.
Some think it presents a rosy picture, as women’s scientific productivity and economic impact matter most – not just high participation. Other experts consider the report findings encouraging and worthy of examination to extract lessons that might help other countries boost women’s participation in science education and research.
One of the former is Samir Khalaf Abd-El-Aal, a science expert at the National Research Centre in Cairo, who cautiously welcomed the report’s results.
However, “This strong North African women’s participation in studying science subjects at higher education institutions and in working as researchers at universities only represents the optimistic half of the cup.
“The other unknown half of the cup needs to be examined through collecting quality data about research papers published and patents obtained by women researchers to measure their scientific productivity and economic impact,” Abd-El-Aal told University World News.
He said quick analysis showed that the impacts of the scientific outcomes of North African women were weak. The list of the 100 most powerful Arab women in 2016 boasted just eight scientists at universities including only three from North Africa.
Reasons for high female participation
University World News asked Julie Kmec, a professor of sociology at Washington State University in the United States, what factors were behind high female participation in science and research.
“Studies indicate that this pattern emerges from a complex relationship between a country’s macro-cultural value systems regarding individualism and gender, the gender labelling of curricular and work fields, the organisational configuration of a country’s education system, and a country’s economic opportunity structures,” she explained.
“Overall, these countries may promote collectivism over individualism, gender label STEM [science, technology, engineering and mathematics] fields as ‘masculine’ less-so than other countries, and their developing economies may shape choice.”
Kmec is also one of the principal investigators for the project on Women in Engineering in Predominantly Muslim Countries, which aims to identify mechanisms that motivate women to pursue engineering in Arab countries, to be used in America’s higher education and research system.
Echoing Kmec’s view, Nehal Abu-Lail, an associate professor at Washington State University and co-principal investigator on the project, said the participation of women in engineering is linked to culture and governmental systems in countries and is “not really related to religion”.
Amal Amin Ibrahim, a member of the steering committee of the Egyptian Young Academy, told University World News that women consider studying science as a challenge for themselves, to prove their excellence against societal constraints and in an academic career, which is seen as a prestigious job.
Enhancing women’s impact
Kmec urged policy-makers to enhance the economic returns of women researchers by providing proper training, funding, equal access to laboratory space, and financial support for training and research.
Ibrahim added: “Searching for women role models and success stories is very important for encouraging young women to proceed in their career pathways as successful researchers, as well as encouraging and developing leadership.”
Higher education expert Rana Dajani at Hashemite University in Jordan told University World News: “There is also a need to develop a mentoring network among women academics and professionals.
“Research suggests that by providing social networks and peer support, we can increase the number of women participating as professionals in the science and medical fields.” This, Dajani said, would create a new generation of women scholars and promote multidisciplinary and multi-cultural research that combines all fields of science.
OUARGLA (Algeria)- Prime Minister Abdelmalek Sellal inaugurated, Thursday, during his working and inspection visit to Ouargla, the Faculty of Medecine of the University of Kasdi Merbah in the administrative centre of the province.
This faculty, which opened its doors this year and currently brings together 114 students, has two lecture theatres of 180 seats, 18 tutorials classes, nine laboratories of 20 seats each and a teacher’s room, according to the data sheet.
The prime Minister also received a presentation on the higher school for teachers, the preparatory class in sciences and technology as well as on the University of Ouargla in general.
The University of Ouargla currently includes 28,600 students supervised by 1,176 teachers, and has a capacity of 22,580 pedagogical places.
